Heat On Floor Only S10

Since then i cannot get any heat to floor vent.

2000 chevy s 10 4 3l heater blowing luke warm air new. 2001 chevy s 10 no warm air to floor when selector switch i. On my 98 s10 the heat doesnt work on the floor when it is on the floor and defrost setting its only blowing on defrost i put a new dash switch in but that didnt change anything i had the part so it was a quick easy swap everything else works on it 4cyl 5speed with a c any ideas on where to start looking for the problem. When slecting heat to floor feet still comes out of defrost vents.

I see all the vacuum resivors and appear to be working when adjusting between defrost and floor heat but still very little air flow to the floor and lots of defrost. I can hear fan still blowing but vents are blocked. I have a 2007 dodge 2500 diesel and the heater will only heat up to a very light heat. The heat works but will not blow through floor vents.
